Because of this webmasters everywhere started sending out "link exchange requests": I'll link to you, you link to me. Google is constantly changing the programs that rank websites, and pretty soon links were valued differently: a link from a famous university rated higher than a link from a teenager's hobby site.
Here's the way Google naturally would work with a new site:
Site goes up: month (1) Google crawls and indexes the site within a week or two of it going up, especially if you submit it to Google to be crawled. Just because it's indexed doesn't mean it's listed very high though. Say there are 500,000 sites about baking cookies. Your cookie baking site is number 500,001.
Improving this ranking with Google (and other search engines) is call Search Engine Optimization. If you want a website to rank higher, either you or a SEO specialist need to do a few things. Some of these things are totally legitimate, some are "gray area", and some are just plain wrong!
Legitimate things are submitting your site to all the search engines (there's a lot of them!) plus all the free "Online Yellow Page" directories. Basically any site relating to what you do that has a place to enter your site, you do it. Direct link exchanges are good, especially with sites like yours.
After awhile, Google started rating a "non-reciprocal" link higher than a 'reciprocal" link. This de-valued the time honored "I'll link to you if you'll link to me" link building strategy. A good result would have been websites with less cluttered "links" pages: many sites would have long lists of links in no particular order, and many not even relating to the main theme of the website! A "gray hat" result of this ranking stratregy was the "three way link", where, for example, your cookie website would link to a car sales website, and a hardware store website would link back to your cookie site.
As to my personal link practices, when I first started this site I considered being a "Portal Site" where people would come to find the best stuff on the web. I gave up on that: too many other sites doing it already. I still will exchange links with almost anyone, and I have always tried to categorize and alphabetize my links so that they are a good and easily useable resource.
